Security Strategy after the Zeitenwende: Institutions, Law, Politics
Under the shock of the Russian invasion, what the security community has long been calling for in vain is now taking shape: a security strategy through which Germany takes on more responsibility in the field of security and defense policy. The decisions taken by the German government on 27 February 2022, which are widely regarded as a Zeitenwende or „turning point“ in security policy, marked a first step.

Unter dem Schock der russischen Invasion gewinnt Kontur, was von der sicherheitspolitischen Community seit langem vergeblich gefordert wurde: eine Sicherheitsstrategie, mit der Deutschland verteidigungspolitisch mehr Verantwortung übernimmt. Die Beschlüsse der Bundesregierung vom 27. Februar 2022, allseits als sicherheitspolitische "Zeitenwende" eingeordnet, markierten einen ersten Schritt. Jetzt ist zu fragen, was diese Beschlüsse für die zukünftige sicherheits- und verteidigungspolitische Positionierung Deutschlands, für Bündnisse, Auslandseinsätze, Rüstungsexportpolitik und vieles mehr bedeuten.

Immer wieder ist in den Beiträgen dieses Symposiums von Räumen und Rollen die Rede, von Recht und Politik, von Wissensproduktion und Wissenstransfer, von Forschung und Beratung, vom ruhigen Kommentieren und hektischen Twittern. Bei näherem Hinsehen bleibt oft vage, wovon da genau gesprochen wird, wo Grenzen verlaufen und wie Begriffe bestimmt werden.

Israel's half-a-century long rule over the West Bank and Gaza Strip has been the subject of extensive academic literature, also in international law. Yet, there had been no comprehensive, theoretically informed, and empirically based academic study of the role of various legal mechanisms, norms, and concepts in shaping, legitimizing, and responding to the Israeli control regime. The ABC of the OPT. A Legal Lexicon of the Israeli Control over the Occupied Palestinian Territory, the most timely and award-winning new book by Orna Ben-Naftali, Michael Sfard and Hedi Viterbo (Cambridge University Press 2018) fills this gap and offers a comprehensive and yet detailed study of law’s role in constructing and maintaining this protracted and highly institutionalized regime.

Is “nudging” – as outlined by Cass Sunstein and Richard H. Thaler in their controversial concept of libertarian paternalism – a modern and efficient tool of governance or a dangerous attack on freedom and individual autonomy? Legal, economic and other experts will discuss the political, ethical and constitutional ramifications of nudging in a two-day conference at Berlin, beginning with a public lecture delivered by Cass Sunstein.
Farewell, Verfassungsblog
Today marks the end of my time as academic coordinator of the research project “Verfassungsblog: Perspectives of scientific communication in legal scholarship”, and of my tenure as contributing editor of Verfassungsblog. Sometimes in life, time has come for a change, and my transition from the Wissenschaftskolleg to the Max Planck Institute for Comparative Public Law and International Law marks such a point of change. Dank und Adieu
Heute beende ich meine Tätigkeit als wissenschaftliche Koordinatorin des Forschungsprojekts “Verfassungsblog: Perspektiven der Wissenschaftskommunikation in der Rechtswissenschaft” und meine Präsenz als ständige Autorin des Verfassungsblogs. Manchmal ist die Zeit für eine Veränderung gekommen, und mein Wechsel aus dem Wissenschaftskolleg ans Max-Planck-Institut für ausländisches öffentliches Recht und Völkerrecht, für das ich ab Herbst in Heidelberg und Berlin tätig sein werde, markiert den Zeitpunkt für eine solche Veränderung. Ich werde dem Forschungsprojekt Verfassungsblog an der Humboldt-Universität zu Berlin in diesem Sommersemester noch als Dozentin im VerfassungsblogSeminar verbunden bleiben und – wenn alles glückt – im Winter eine spannende VerfassungsblogDebatte mitverantworten.
