Dass es aber, wie die Verfassungsrichter in ihrem Beschluss ebenfalls anmerken, von Verfassungs wegen zwingend ein höchstpersönliches Recht ist, gehört zu den Leerformeln des deutschen Staatsrechts, die nicht richtiger werden, je häufiger man sie wiederholt.
