Zahlen und fliegen? Oder regulieren und nicht fliegen?

Wenn ein Flugzeug in eine Vulkanwolke fliegt, fällt es runter. Das ist ein Risiko, das man vermeiden muss. Die Frage ist, wie. Die Europäer bewältigen Risiken durch Regulation: Da gibt es eine oder mehrere Behörden, die es messen und bewerten und gegebenenfalls ein Flugverbot verhängen. Die Amerikaner dagegen überlassen die Risikoeinschätzung im Zweifel den Betroffenen selbst: Die Fluggesellschaften entscheiden, ob geflogen wird oder nicht – und wenn sie dabei einen Fehler machen, dann zahlen sie Schadensersatz, und zwar richtig, richtig viel.
